Question about holy water in game.

Quick question about holy water in game, IS it area effect or one target only.??
Also does undead get a save against it?

I ask because Holy water in the DnD rules is a splash effect but i have only seen it affect 1 undead at a time in game. (maybe i am just not getting them to huddle close enough, just wanted clarification)

According to the wiki holy water does 2D4 damage upon hitting an undead by a ranged touch attack (so base AC only), a crit doubles the damage. An additional splash (1damage) can occur to any undead (including the innitial target) in a huge area (so some 6 metres). Think the damage is divine, but not entirely sure about that.
I'm afraid I don't remember the effects within the game, as the last time I used some was over five years ago.
